In Nottingham the levy will go towards paying for the new tram lines and will only affect larger employers. The employer has to pay the levy, not the employee. Not a bad plan I reckon especially as the public transport in Nottingham is better than a lot of other cities.

If there are areas of the north sea with viable gas and oil plays as ziggy says then presumably those areas have already been explored?

It may not be the city dwellers responsible though fifth. Some of the counties mentioned are in commuterville and some residents their probably already annoy the hell out of the locals with there affluent lifestyles and distance from the community.
