Limiting bandwidth certainly on the agenda of ISPs, but that's on commercial grounds (drip-feeding torrents to make the account holders go away and bother some other ISP).
(On the other hand bit torrent clients probably manage bandwidth better than many other apps (?) that can just swamp bandwidth, such as games and streaming... 'cos managing downloads/uploads is what they do)

Assange is not yet formally charged by the Swedish authorities, but wanted for questioning after complaints by two women claiming they were forced to have unprotected sex with him during brief affairs last August. It’s Sweden’s second attempt to pursue sex crimes accusations: the first was dismissed by a senior prosecutor.
