The Aussie government is trying to do the same over here in a round about way - everyone HAS to get 9% paid in by their employer by law so there's a stack of money 'waiting in the wings'. Aussie banks owe something like $400bn to foreign lenders on short-term loans so when the next credit crunch happens they're in trouble.
So the answer is 'to encourage competition in the mortgage market' by encouraging super funds to put money in the mortage market. Great...so you pay your super which they then give back to you to buy a house which you then pay interest on...but it was your money already!
